3. Sir Anthony Royle, who is generally sympathetic to the policies of the Hong Kong Government, tabled 5 PQs on Hong Kong in 1977, and so far this year has tabled 2 on Vietnamese refugees in Hong Kong,
We and one, for answer on 13 March, on the Hong Kong Budget. assume that that question and the present one are intended to high- light the favourable aspects of the Budget, which was announced
on 1 March.
4. The draft answer is based on information provided by the Hong Kong Government, who are providing a full set of Budget documents which will be placed in the House of Commons Library. Economists Department concur.
