The budget
debate only ended today and apart from having to act as Chief Secretary for three weeks, I have an enormous amount of work to get through between now and the end of May when I thankfully go on leave. Meanwhile, even if I haven't time to write tailor-made essays on the Hong Kong economy or a critique of what is essentially a reference document, I have at least provided you with plenty of reading matter in the budget documents (which, in a sense, reflect a view of some of the subjects discussed in the World Bank Report; as does the attached speech on the Inland Revenue (Amendment) Bill).
