The Director of Education advises that great care has been
taken to ensure that the level of fee remission granted by Government
to students at these schools is in strict accordance with the criteria
laid down by the Department. However, with effect from September
1977, the Tung Wah Group has ceased to provide free places and its
schools are now operated on the same basis as others in the aided
sector.

The intention was to subvent the Hong Kong Society for the
Prevention of Cruelty to Animals to meet expenses associated with
the collection and disposal of unwanted stray dogs and cats. This
intention was not correctly reflected in the ambit of the vote
concerned. The level of subvention is determined annually to cover
expenses to the extent of the cost to the Government of undertaking
similar activities.

The Secretary for the University and Polytechnic Grants
Committee has acknowledged that the release of funds on the
occasions referred to in paragraph 95, albeit for projects which
were fully authorized, implied an assessment of the progress on
such projects which was less than realistic. The practice has
now been discontinued and in future funds not required within the
financial year for which they were provided will be revoted in the
normal way.
