New Territories

The Secretary for the New Territories accepts that the case

was not dealt with in a wholly satisfactory manner, in that the original

Valuation Conference submission was not sufficiently detailed and,

when a change of basic terms was proposed, the case was not referred

back to the Valuation Conference for further consideration and approval.

He is still examining the details of the valuation and will advise the

Director of Audit of his conclusions on the completion of this

examination.

It is now the practice in the New Territories Administration to

refer amended valuations back to Valuation Conference for reconsi-

deration, except in those cases where only mathematical calculations

are involved.

9.

District Officers will be reminded to follow strictly the

procedures laid down relating to the modification of building convenants,

as set out in the Land Instructions which the Secretary for the New

Territories considers to be clear and comprehensive.

10.

Operational procedures and instructions have been available

for some routine operations. However, the computer system has

expanded considerably in the last three years and it is accepted that

the compilation of a working manual, covering additional operational

procedures and instructions, did not keep pace with that expansion.

The total configuration is changing to the new ICL 2900 series computer

which necessitates the promulgation of different operational instructions,

and an operations procedure manual, and systems and programming

standards, have now been prepared for this series.
