You will recall that we wrote to the Trade Relations and Exports Department several times last year to request advice on whether water-gel explosives are included under Item No. M.L.8 of the International CoCom List and in your telegram of 8 November you mentioned that this query was under active consideration and you hoped to let us have an answer in the near future. However, it does not appear from our files that we have received an answer yet to our query on this item.

The question of the possible local manufacture of cartridged water-gel explosives was recently discussed in the Executive Council and we have been asked to comment on whether this item is already covered by the Schedule to the Import and Export (Strategic Commodities) Regulations (which is based on the International CoCom List) or if it will be necessary to amend existing legislation to ensure that water-gel explosives are subject to licensing control. In view of the above, I should be grateful if you could let us know if water-gel explosives are included in the International CoCom List as soon as possible please.
