Dear Mr. Murphy,

Please refer to your letter of 20 October 1977 regarding water-gel explosives.

As requested, I have enclosed copies of the latest brochures which we have been able to obtain on the type of water-gel explosives that ICI's Nobel's Explosives Company Limited and E.I. du Pont de Nemours Inc. are interested in possibly manufacturing in Hong Kong. I do not know if or to what extent either of the companies consider China as a potential market for water-gel explosives if a plant was established in Hong Kong. However, it appears from the papers on this subject that both companies envisage manufacturing water-gel explosives partly for the local market and also for export probably to South East Asia.

I hope that the brochures contain the necessary information to enable you to let us know soon if water-gel explosives are included under Item No. M.L. 8 of the International CoCom List.
