Thank you for your letter of 21st March.

I attach for your information a copy of my letter to Derek Cornthwaite which is, I think, self- explanatory. I doubt if I need add much more except to emphasize that the Hong Kong Government is not seeking to encourage the production of explosives as an export earner. We are concerned only about supplies to the local market and consider that our conditions of grant will ensure this. But we also recognise that the conditions of grant must allow reasonable freedom of commercial operation. We have forwarded our draft tender documents twice for the comments of the two applicants and have replied to the comments made in writing and feel that we have done all that is possible to make our position clear.
