Thank you for your letter of 19 April, and for the helpful note summarising the position on the above project.
Our Trade Commission in Hong Kong have been keeping us informed of progress. I understand that tenders were finally called for on 22 March and that the closing date for bids was 20 April. I shall certainly see whether I can do anything to help ICI's interests when I am in Hong Kong, though from what he has told me it looks as if Derek March has already done everything possible in this respect. In particular, I know he has impressed on the Hong Kong Government at the highest level the inappropriateness of deciding the outcome purely on the basis of who puts in the highest bid for the lease of the land.
The Department will pass a copy of your note to the Governor when he is in London.
