HONG KONG SLURRY FLANT: ICI'S INTERESTS

1. When I was in Hong Kong on 25 and 26 April I followed up Mr Brody's letter to me about the slurry plant. I spoke first to Mr Jordan, Director of Trade and Industry but he professed neither interest in nor knowledge of the subject. I accordingly raised it with Sir Denys Roberts, the Chief Secretary. He was in the picture and appreciated ICI's concerns. He recognised that if ICI did not get the permission to build the plant and it went to Du Pont instead, this would have implications for Anglo/ Hong Kong relations. He agreed with me that if at all possible it should be pushed in the direction of ICI. He told me later that he had had a word with the Secretary for the Environment who has responsibility for the matter. Apparently no decision had been made when I left as the closing date for tenders was 27 April.

2. I informed Mr Morrison, the Acting British Trade Commissioner of the action I had taken and left with him my copy of Mr Brody's letter and Mr Quantrill's minute to me on the subject. I shall be grateful if an appropriate letter to Mr Brody could be drafted for my signature on return.
