SLURRY EXPLOSIVES PROJECT: HONG KONG
As promised in my letter of 21 April, I raised the subject of the proposed Hong Kong slurry plant with the Acting Governor, Sir Denys Roberts, during my visit to Hong Kong last month. He was already well aware of ICI's strong interest in securing the contract to build the new plant. However, I felt it was worth reiterating your concern and he agreed that, if at all possible, the contract should be given to ICI.
Sir Denys told me later that he had spoken to the Secretary for the Environment (who is the man directly respon- sible for the project) and explained the position to him.
Since returning to London, I have heard that the final decision on the award of the contract is likely to be taken by the Governor in Council on 23 May.
