Such pumps are located remotely from the MMAN neutralizer in specially designed barricades to contain any explosion even though the likelihood is very remote. In addition, detonation interrupters are provided in pipe lines to and from the pump so that an explosion originating in the pump would not propagate to the MMAN storage tank.
Operation since these modifications were made has been without incident. The proposed plant on Stonecutters Island in Hong Kong would be similarly equipped.
Time needed for Manufacture
"Provide information as to whether tenderer is able to bring his plant into operation in a shorter period than that stipulated in Special Condition No. 10 (a) and to advise whether he is prepared to enter into a contractual obligation in respect of the shorter period on the understanding that he will be subject to a financial penalty if the period is exceeded."
Du Pont's timetable for building, erecting and starting up its Tovex® water gel explosives plant on Stonecutters Island forecasts that it will be in operation in a shorter period than that stipulated in Special Conditions No. 10 (a) (18 months). We are highly confident of our ability to meet this shorter timetable based on our experience in building, erecting, and starting up two similar Tovex® plants in Australia, and one each in Chile and Mexico.
In light of our experience and unique plant design, Du Pont is prepared to contractually agree, under the provisions of Special Conditions No. 10 (a), to commence manufacture of Tovex® water gel explosives 12 months after possession of the lot as defined in Special Conditions No. 2 insofar as all governmental grants, licenses and permits do not unreasonably delay progress.
