Information to be supplied with Tenders
(a) Suitability and Acceptability of Product
(1) Provide details of the range of products that will be manufactured in Hong Kong both for local use and export indicating type (cap sensitive or not), size and quantity.
(2) Provide details and quantity of cartridged product already marketed in Hong Kong indicating as far as possible the type of blasting work for which it has been used.
(3) Provide information on the quantity of small diameter
(1 in. to 1 in.) product manufactured worldwide by tenderers indicating the type of work for which it is used.
(4) Provide details of test firings that have been conducted
in Hong Kong using tenderers' product.
(b) Safety Record of Product
(1) Provide information of accidental detonations (if any)
involving the finished product during storage, transportation, handling or use.
(2) Provide information of accidents (if any) invelving fire or explosion during manufacture of the type of explosives to be manufactured.
(3) Provide information of accidents (if any) involving
fire or explosion during he transportation, storage or handling of the product ingredients.
(c) Time needed for Manufacture
Provide information as to whether tenderer is able to bring his plant into operation in a shorter period than that stipulated in Special Condition No. 10(a) and to advise whether he is prepared to enter into a contractual obligation in respect of the shorter period on the under- standing that he will be subject to a financial penalty if the period is exceeded.
(d) Product Price
Tenderers are invited, on an optional basis, to provide detailed information on operating costs, based on mid-1977 prices, giving a firm indication of the anticipated product price; and to provide a defined basis that can be used for future pricing of the product in Hong Kong. Tenderers are also invited to state on an optional basis whether they are prepared to enter into a contractual obligation to abide by it.
