Full marks for each aspect would be awarded
to the tender which is better in that aspect; marks for the other tender would be awarded relatively to the better in each aspect, Thus, the tenderer who offered the higher premium would be given 30 marks, and the marks of the lower tender would be calculated as a fraction of the higher.

If Honourable Members advise that a tender should be let substantially on the basic terms set out in paragraph 19, and that the award of the tender should be guided by the considerations set out in paragraph 19, it is proposed to inform the two applicants of the basic terms and the main points which will be taken into consideration in the award of the tenders immediately, without commitment, pending the completion of the drafting of tender documents and arrangements for the surrender of the dsite and ancillary rights to Government. The actual tender period will then be limited to a period of six weeks.

It is considered advasable that the award of this tender should be approved by the Governor in Council. In assessing the tenders, normal Tender Board procedure will not be sufficient, and it is proposed that a special board should be established, under the Deputy Financial Secretary comprising the Deputy Commissioner of Mines, the Deputy Secretary for the Environment, the Deputy Secretary (Economic Services), with the Chief Explosives Officer (Mines Department) in att endance for consultation on technical matters, to examine the tenders and make recommendations to the Governor in Council.
