The Site and Basic Terms of Tender

The site shown coloured pink on the plan at Annex B is acceptable to the Services and has been Sgreed in principle by the Director of Land Services Ammunition (DLSA) in Britain. The exact boundaries are being determined in conjunction with the Services to accord with safety requirements and the detailed conditions of tender will require MOD agreement. Access for the labour force and raw materials to the site will probably be by the existing ammunition pier and via a new road to be constructed by the lessec. However, if later it is found that it is more convenient for the lessee to build a separate pier, the feasibility and security implications, particularly for MOD installations, will be examined. The lessee may also wish to form a small reclamation, which would require consultation with MOD and gazetting procedure under the Foreshores and Seabed Ordinance, although it is most unlikely that there would be any objections. If approval in principle is given to tender the site, the applicants will be consulted and, if necessary, gazetting will proceed in parallel with the preparation and letting of tenders.

The site has been indicated to the applicants, Nobel's Explosives Company Limited and E, I, du Foint de Nemours and Company Limited, both of whom have indicated interest.

It is accordingly recommended that, after surrender of the site by the MOD, the site should be tendered on similar basic terms to those proposed for the original site in paragraph 18 of XCC(75)77. The recommended provisional basic terms are as follows:
