The principles for the award of the tender are set out in para. 19 of memorandum XCC(76)77 (Annex 'A' of the memorandum) as also is the procedure in paragraphs 19-22. In adopting this procedure I recommend award of points as follows:-

Note (1) In assessing points for the product 15 points have
beon allowed for the small dia. and 15 points for large dia. explosives because the ratio of use is approximately 50:50. On the small dia. I scored I.C.I. 7 points and Du Font 15 and on the large dia. I.C.I. 12 points and Du Pont again 15. I would point out that comparison is between Du Pont's TOVEX and Ireco's IREGEL and IREMITE and can not take into account any future I.C.1. product based on Isopropyl nitrate or other chomical sensitizer.
