3. This he has now done and I hasten to send you a personal copy because it reflects the line which will be taken if the decision finally goes against ICI. I know that ICI in London have been following developments with close interest and will undoubtedly ask the FCO to enquire about the tender award. I recognise that many factors are taken into account when ad judging tender bids but all the signs are that ICI could raise a storm if they are told that their bid failed because they were offering a technically inferior product. I thought I should let you and Derek Jones know how the land lies on a personal basis.
