Matter could be considered was that the threat, on which the adequacy of the present garrison plus reinforcement has been assessed, had changed. Mr. Davies thought this was so, and gave some instances, in particular the absence of a unit in the Kowloon area. He said he thought that the Hong Kong Government would be giving consideration to this but he accepted that the issue was unlikely to be tackled at least before a new administration was in office.
