A. Infantry Training Vol 4 Pamphlet 22.

1. We were introduced to the Royal Hong Kong Police during our recent visit to Hong Kong. Subsequent discussions with Messrs. Holroyd and Haring indicate that a number of ranges used for police training with Centrefire weapons offer hazards to the safety of users and the general public.

It was not possible to inspect the ranges, though some photographs of each range were supplied by Royal Hong Kong Police. Most of the ranges appear to be non-standard and the shooting practices involved do not correspond to military practice. A summary of evident defects on each range is attached at Annex A.

3. It is highly likely that the Police will seek further advice either on those ranges not visited or in respect of the remedial work necessary to render safe those currently reported on. In view of the type of ranges and unusual practices involved we are prepared to advise further should you consider it necessary (Reference A para 23(a), (2) and 143 refer).
