1.

Annex A to G5/7/3) dated 17 July 1978 (copy attached).

In June of this year the Technical Officer Ranges visited Hong Kong to provide advice on various problems associated with military ranges in the Colony. With our consent he also spent some time with the RHKP, visiting and discussing various problems associated with their ranges. This resulted in the report at Reference A which was passed on to the Police with the qualification that it was advisory only and should not be used as the justification for remedial action.

2. As a result of the shortcomings revealed by the report, RHKP have now requested a detailed technical survey of all their ranges with a view to, where possible, bringing them into line with military standards. The Police request has been supported in principle by Security Branch of Hong Kong Government.

3. The scope of the technical aurvey required is beyond the expertise of our local SASC staff. It would therefore seem that a further visit from the School of Infantry Technical Advisory Section will be required,

May we have your agreement in principle to the proposed visit and suggested dates when it might be carried out. Hong Kong Government have also asked for an approximate cost to them before formally putting the case to MOD.

5.

G Trg would welcome the visit as it would relieve them of some of the burden of continually giving advice to RHKP on range matters: it would also provide this As with the opportunity of further first hand advice on the developing plans for our

Urban IS/UDTA Range Complex.
