I am sending you a copy of the letter (HQBF HK 4600 ATG dated 11 September) about the safety of RHKP ranges, which I mentioned over the telephone.

2. Although paragraphs 2 and 4 of the letter suggest that the Hong Kong Government are, or will be making an official request for MOD assistance, I do not think we can regard the HQBF letter as more than a warning of Hong Kong's intentions. I would be grateful, therefore, if your Department could obtain » confirmation of the Hong Kong Government requirement. It would be most helpful to have a more detailed statement of what is required, and a description of the ranges concerned, so that we can estimate the scale, duration and cost of the task.

3. In the meantime we will take initial soundings concerning the possibility of undertaking a technical survey, although I should point out that our range specialists are few in number, and their programmes are likely to be full for some time ahead.
