Following the change in the Forces Fixed Rate of exchange (FFR) in Hong Kong from HK$8.65 to HK$9.40 to the & Sterling, the rates of Gurkha Addition for GCO's, QGO's and GOR's promulgated in the reference have been revised. The new rates which are effective from 1 November 1978 are shown in Annexes A and B to this letter.

The reductions which have been made in Gurkha Addition take into account the increased buying power of the Sterling-based Gurkha Addition rates at the higher FFR for Hong Kong. As such the changes in the Addition reflect the proportion of the Gurkha budget which is deemed to be spent in Hong Kong. No reductions have, however, been made in respect of that element of the budget which a Gurkha is deemed to spend in or send home to Nepal since the FFR for Nepal remains unchanged at NCR 23.00 to £ Sterling.
3. It should be stressed that the revised rates of Gurkha Addition in Annexes A and B reflect the improvement in the Hong Kong FFR and do not result from the present review of the Gurkha budget. Revised rates of Gurkha Addition following that review will be effective from 1 February 1979 and will be promulgated in the normal way in due course.
