DEPLOYMENT SCALES
29. All reinforcements are to have personal weapons boxed or bundled by chalks Ammunition will remain boxed, Individual reinforcements are to carry two 24 hour ration packs each.
30. Reinforcing units are to be equipped for IS duties and are to deploy at the scales laid down in Annexes A and F. Fly-in scales have been reduced, where appropriate, to take account of reserves in Hong Kong, and the possibility of movement from Brunei by civil aircraft.
31. Part of the Hong Kong IS pack for resident battalions is held on earmark in the UK (Annex G). These items will be needed at an early stage and could be moved on scheduled services or route activation aircraft,

COMMAND AND CONTROL
32. Mounting the Operation. The operation is to be mounted through single- Service channels as instructed by MOD.
33, Operational Command and Control. On arrival, all reinforcements will come under the operational command of CBF Hong Kong, who will delegate operational control as necessary. Air Officer Commanding-in-Chief Strike Command will retain full command of transport aircraft used for the deployment of reinforcements to Hong Kong but may delegate operational control at his discretion to Air Officer Commanding 38 Group (who may exercise it through an Air Transport Detachment Commander).
34. Briefing. Single-Service Commanders are responsible for ensuring that, prior to deployment, all personnel are briefed on the situation and their unit or individual tasks,
