24. Movement before H Hour. Those elements required for activation of the UK Hong Kong route way move before H hour and are shown at Annex A, Serials 1-38.

Completion Times. Completion times may be calculated from & hour or H and 1 hours. Timings based on & hour should show how quickly the operation could be completed once the Chiefs of Staff have ordered the plan to be implemented. However, the operation cannot start until certain essential preparations have been made and it is impossible to predict with certainty how long some of these preparations will take (eg obtaining diplomatic clearance). The time to complete the operation can therefore only be estimated with any degree of accuracy in relation to H hour. timings for this plan are as follows:

From Brunei.

Estimated

1) If there were no suitable RAF aircraft in the area at the time, it would be feasible for the Westebout route activation VC 10 aircraft to initiate a shuttle airlift on arrival at Hong Kong. Assuming that this aircraft departed the UK at H12 hours, the leading elements from Brunei will arrive in Hong Kong by + 43 hours (L+ 10 hours) and the battalion could be complete in Hong Kong by H+79 hours (L + 46 hours)

(2) If chartered aircraft are used, timings would depend on type and availability, but the move would probably be completed by I + 24 hours.

From UK.

(1) Assuring that the Westabout route is used leading elements could arrive in Hong Kong by B+ 46 hours, and the airlift completed by H + 96 hours.

2) If an Eastabout route is used, the first aircraft carrying reinforcements could probably arrive in Hong Kong by H 32 hours, and the airlift completed by about H71 hours.

The requirements of aircraft preparation and route activation are likely to dictate that at least 24 hours must elapse between G hour and H hour, If Service aircraft are used for the lift from Brunei L hour is likely to be H + 33 hours,

The accommodation, administration and logistic support of all reinforcements on arrival in Hong Kong,

Maintaining in Hong Kong a proportion of the ammunition and equipment required for reinforcing units, see Annexes A and F.
