9. Aircraft. Sufficient transport aircraft of Strike Command together with their supporting elements could normally be made available within 72 hours for deployment on this operation. Some of Strike Command's transport force are at short notice (24 hours) to provide airlift for leading elements of the SPEARHEAD group which, if authorised, could be used for initial replacements.
OUTLINE PLAN
REQUEST FOR REPLACEMENT PERSONNEL
10. Commander British Forces (CBF) Hong Kong, after consultation with HE the Governor, is responsible for:
a.
Warning the Chiefs of Staff that replacement personnel may be required so that they may be brought progressively to the appropriate notice.
b.
Requesting the Chiefs of Staff to despatch replacement
personnel.
11. Both messages should specify the replacement personnel required by reference to the Serial numbers in Annexes A, B and C and any priorities of movement. The messages should be repeated to the following (Joint Service signal message addresses are shown in brackets) using the Subject Indicator Code AAA/I3D:

12.
The Ministry of Defence (MOD) will consider, in consultation with the Foreign and Commonwealth Office (FCO), whether the request should be met. FCO will seek political approval.
AUTHORISATION
13. The Chief of the Defence Staff, as Chairman of the Chiefs of Staff Committee, will authorise the plan to be implemented.
14. Public Relations. When implementation of the plan is authorised, MOD will state a time at which a public announcement of the operation is to be made. The announcement is to be released simultaneously in London and Hong Kong.
