Availability, Reliability and Maintainability
DFM to provide statement on availability after clarification of
the Upkeep Cycle7
b.
Ship systems and equipments are, where applicable, to be provided
with the necessary facilities to enable Command System Checks to be
carried out. These checks are defined as those usually performed on
a daily basis by which systems and manpower can be exercised in a co-
ordinated and efficient manner, such that fighting capabilities and ship
characreristics are demonstrated to the Command, confidence is established,
systems avilability is speedily confirmed or defects revealed. The checks
may be limited by operational constraints and test facilities. They should
consist of:

(1) Audible, visible and physical qualitative tests capable of
being carried out within a watch system but normally on a daily basis:
and
(2) Selected quantitative overall system test used in the progressive
assessment of fighting capabilities and ship characteristics.
Recommendations are to be made on the most cost-effective means of
furnishing such facilities.
Proposals for material changes to ship systems and equipments arising
from a. and b. above should be made, if such changes are considered
justified on a cost-effective basis.

Refit and Maintenance Requirements
In order to meet the Ship Upkeep Plan (shown in paragraph 4 below), all
