14. I have consistently sought to stress to the Sultan the benefit to Brunei of regional acceptance-the longer term protection this should afford-and our excellent terms now on the table. It is more of a landmark than it sounds, that during September the régime accepted even the principle of change in the status quo: and that by December, the Brunei time scale for “independence" had come down to 6-10 years.
