I spoke to Mike Upton on Thursday evening and told him of a recent signal from Hong Kong, a copy of which I attach for your information. It takes the Governor's "study" a stage further and reports a discussion between CDS, on his way to China, and the Acting Governor.
We are happy with the line now being taken in Hong Kong, and would expect the chain of events to be that the Governor would send some sort of paper including a revised IS threat assessment to the FCO. Once this had been digested on your side of Whitehall, we would expect an approach from your Ministers to ours to bring MOD and CBF and his staff into play.
