The meeting had been called to discuss two separate issues concerning the Castle Peak Range.

the provision of Internal Security (IS) ranges
a request by the Hong Kong Government (HKG) to route overhead power cables from the new Tap Shek Kok generating station along the south-eastern edge of the range.

Under the arrangements agreed during AUS (GS)'s visit to Hong Kong in October of last year the Hong Kong Government undertook to provide Internal Security Ranges at Castle Peak at an estimated cost of £1.6m. At the time HKG officials had expressed reservations about this proposal, but detailed studies by HQBF Hong Kong have shown that IS ranges would be effectively utilised by both the garrison and RHKP. HQBF have suggested that their requirements would be met by an Urban Dry Training Area with an Urban Close Quarter Battle Range and/or a Marksmanship Under Fire Range, subject to advice on range technology. The next step, therefore, is to send out a small team of experts.

It was agreed that among the questions which should be addressed by the team are:

What are the detailed training requirements of the infantry battalion, the Gurkhas and the Royal Hong Kong Police?

What can be provided to meet these?
Could the specific requirements of the RHK Police be met within the facilities planned to meet British Army needs? If not what additions would be necessary?
