As I am sure you are aware from your most recent visit to Hong Kong, the problem concerning the routing of high voltage transmission lines from the new Tap Shek Kok power station around the perimeter of Castle Peak ranges, which you first raised in your letter to me of 3 April, has now been resolved.
At a meeting chaired by the Hong Kong Government on 30 June, China Light and Power agreed to the proposed routing of the lines, placing 7 pylons up to 80 metres inside the range boundary which will not be altered. Detailed conditions which will include arrangements for safe access by CLP staff, and for CLP to indemnify MOD (along the lines of similar arrangements with CEGB in this country where power lines encroach within range boundaries) will be drawn up in Hong Kong by Commander British Forces and PSA.
It is welcome news that the visit by my MOD team to Hong Kong resulted in a mutually acceptable solution, and in particular that it has confirmed the integrity of the range boundary. I should, however, emphasise that our acceptance of the arrangements now agreed is not without penalty. existence of the power lines, and the requirements of CLP to have access to them, will mean that there will be restrictions on the extent and the flexibility of our use of the ranges.
