the existing guidelines are an appropriate planning document

for tension or war, they no longer provide appropriate guidance

in peace to permit planning to counteract the indirect threat.

65.

Airlift and Operational Training and Exercise Requirements.

It is considered that priorities for the use of the Air Transport

Force (19), and for provision of UK forces for participation

in exercises (22) would most appropriately be reviewed on

completion of a revision of the Defence Policy Guidelines. We

therefore suggest the present revision of CCS 3/76 be deferred so

that account may be taken of any revision of COS, 10/75 which the

Chiefs of Staff may direct.

The Ministry of Defence Approach to Priority Two Commitments

65.

The current standard response to requests received in the

Ministry of Defence for provision of forces for Priority Two

Commitments tends to be unhelpful. Whether or not our proposals

at paras 59

- 62 are accepted, it is considered that the

Ministry of Defence could and should be more forthcoming in

responding to requests. The modest additional resources and

re-organisation proposed in this paper are not a panacea, and
