continuing lack of a decision on the future of the Gurkhas in Brunei is beginning to create difficulties for us, and an early resolution of the issue would therefore be welcome. I note, however, that your proposals do not irrevocably commit us to unilateral action, and that there is still hope of a negotiated

settlement.
