BRIGADE OF GURKHAS
22. In order that HMG may comply with agreements reached in an Exchange of Letters supporting the Tripartite Agreement of 1947, concerning the use of Gurkhas against Hindus or unarmed mobs or on active service, you should inform CDS, as early as possible, whenever the Gurkhas under your command are to be used in any operations which exceed routine security
duties.
RESPONSIBILITIES OUTSIDE HONG KONG
UK GARRISON BRUNEI
23. You are responsible for the normal day to day administration and training of the UK Garrison Brunei, including British Army units visiting Brunei for training purposes. You have no responsibility for the operational command and control of the garrison in Brunei, the commander of which is to deal direct at all times with the Ministry of Defence on operational matters and who will, during a period of tension or operations, receive directions from CDS. At an early stage of operations a Force Commander, of at least Brigadier rank, will be sent to Brunei to take over operational command under the direction of CDS. In an operational situation you will retain initial responsibility for administration; but the Force Commander will normally assume this responsibility. You have no responsibility for the preparation of contingency plans relating to Brunei. Arrangements have been made for you to see contingency plans, military signals and diplomatic telegrams which have a bearing on military matters in Brunei.
24. The division of responsibilities between CDS, the British High Commissioner and yourself has been made clear in the operational directive (2) to the Commander UK Garrison Brunei.
