as possible, for ensuring a mutually consistent approach by the single-Service elements of the garrison. The Civil
Secretary, as the local representative of MOD Accounting Officers, has responsibilities in respect of finance and administration and is required to assist you in these matters. The Captain-in-Charge Hong Kong and the Commander RAF Hong Kong are responsible to their respective single-Service authorities for matters of single-Service training, administration and finance: this is to be reflected in your
directives to them. Your single-Service responsibilities for
training, administration and finance as Commander Land Forces Hong Kong will be laid down by the Ministry of Defence (Army).
19. If, exceptionally, divergence of single-Service policies
impede the exercise of your responsibilities for the conduct
of training, administration and finance in Hong Kong, the
circumstances must be represented to CDS. The Service
Departments concerned in the Ministry of Defence and, if appropriate, the Commander-in-Chief Fleet and the Air Officer Commanding-in-Chief Strike Command must be kept informed.
GURKHAS
20. You are to represent the Gurkhas on matters of a joint
Service nature, which are the responsibilities of the Ministry of Defence (Central Staffs). Guidance on your responsibilities
for Gurkha matters in your capacity as Commander Land Forces will be issued to you by the Ministry of Defence (Army).

LOCALLY ENLISTED FORCES
21.
Forces locally enlisted in Hong Kong, with the exception
of those in the Royal Navy and the crews of Royal Fleet Auxiliaries and Army Department Vessels, are not to be
employed outside Hong Kong without the authority of CDS and the agreement of the reponsible political authorities.
