1. I am writing to let you know that we are once again involved in a proposed visit to Brunei by General Archer, Commander British Forces Hong Kong. (He last came in early July 1977), This time it is his farewell visit and he plans to come here with his wife and ADC between Sunday 19 March and Wednesday 22 March. He will no doubt wish to see as much as he can of the RBMR and the Gurkhas.

We have of course already told the Garrison Commander that we can hardly forecast what the state of our relationship with Brunei will be in two months' time; but that we still hope there may be signs of settlement, and that in the aftermath of such signs the visit could well be all right.

3. But obviously the matter is one for decision in London, and March is not so far away. If, as I suspect, you will agree that there could be doubt about the visit, perhaps it would be as well if the General were to receive appropriate guidance as soon as possible direct from London. It would certainly be helpful if we could have a short telegram letting us know what the score is.
