Consideration has also been given here to the most effective way of briefing serious journalists about Anglo-Brunei affairs in the period before any announcement of termination of the 1971 Agreement and the beginning of the Gurkhas' withdrawal. We should, of course, give the Ministry of Defence forewarning of action we proposed to take.

5. In the more likely case of a renewal of contacts with the Bruneis, after their receipt of The Queen's reply, we may need to take some briefing action especially if the Sultan notifies us that he is prepared to re-visit this country in order to take up the cudgels again. We shall, in this case, also, be in touch with your Ministry with a view, as so frequently in the past, of concerting briefing for Ministers in the next round.
