graphical departments concerned were content that invitations
should be sent.
8. We are considering a press line for use only if news of
the Seminar should leak. The Home Office favour saying "Repro-
sentatives from a number of overseas countries will be meeting
at the Bramshill Police College in the Spring to discuss certain
aspects of police training. Similar international gatherings
have taken place there in the past". They would then decline to
be drawn further if asked eg about SAS involvement in the Seminar
or the demonstration of the stun grenade. But this may not go
far enough. We have suggested it would be better to admit straight
away that the Seminar will cover anti-terrorism among other things.
The Home Office are against this because they want to keep Braus-
hill separate in the public mind from anti-terrorism.
We are
pursuing this with them.
9. Sir A Duff has asked who will be attending the Seminar from
the FCO. Unless an under-secretary would like to go I am sure
this would be well received I would propose to go for one day
and the Assistant in MAED to attend the rest.
