terrorist incident would be the best first step. It would be
followed by others to meet demand as necessary.
Those countries
which asked for more could receive visits from a member of the
SAS to assist and advise them on local needs. The Metropolitan
Police and Security Service would also be able to participate
in a limited number of such visits. The SAS also have the
capacity to give a strictly limited number of high priority
countries a more extensive programme of training in establishing
an assault team. They could not manage more than three or four
a year and their ability to provide this training would be subject
to other Ministry of Defence commitments.

So far as flash-bang grenades are concerned, the Home
Secretary has agreed that they should be made available (in return
for suitable payment) to those countries which have participated
in the seminar. The Israelis have already been promised them.
7. I enclose a list of countries from whom requests for aspis-
tance have been received, and how matters stand on each. So far
only UAI, Bahrain and Jordan have accepted. Argentina and Brazil
have not been invited to the seminar on Latin American Depa·bment's
advice. They took the view that given the Government's concern
over human rights in both those countries, there would be major
political objections to inviting them. Spain on the other hand
