REQUESTS FROM OVERSEAS FOR ADVICE,

EQUIPMENT OR TRAINING

Mr Judd has asked about the three-day seminar being

organised by the Home Office and MOD at Bramshill Police

College, Hampshire, on 22/23/24 February 1978. The programme is

at Flag A. The following countries have been invited to send

two senior officials each: Spain, Portugal, Greece, BMG Berlin,

Japan, Hong Kong, India, Iran, Qatar, UAE, Kuwait, Bahrain,

Bangladesh, Jordan, Sudan, Thailand, Philippines, and Kore”.

An invitation to Italy is about to be extended. We are awaiting

Nairobi's advice on inviting Somalia.

2. The seminar has been organised following the numerous;

requests received from various countries for assistance, training,

or equipment in the wake of the SAS involvement in the Hogdi shu

operation. The flash-bang grenades used at Mogadishu attracted

much notice and a large number of the requests were for these

grenades. Others asked for help in developing counter-terrorist

planning and resources on a wide basis.
