Peking as not approved of the many international air hijacking incidents and has not called on any civil aircraft or civil vessel of Taiwan to defect to the Mainland. However, any person; aircraft or vessel that does in fact defect to the Mainland would be welcome. If however they enter thể Mainland for other than defection motives, they would be returned to Taiwan with their vessels. There have been several incidents of this nature. A large number of fishermen and their fishing vessels in the Strait of Taiwan have been treated in this way.

The China Airlines incident has still to be clarified. If it is a case of hijack, it is not surprising that SHIH Ming- chen who started it had acted in response to the recent broadcast calls emitted from the Mainland.

One fact which deserves attention is that the perpetrator of the incident was not a passenger on the aircraft but a member of the flight crew. The incident originated from within and it was someone from Taiwan province who started it.

No matter how this incident is interpreted, the fact remains that calls for the Mainland can really affect Taiwan. It is also a fact that of the 10 million-odd people in Taiwan, some are contem-

The China Airlines incident, one which was perpetrated by someone form Taiwan province, took place only half a month after Mainland China reiterated ats calls for defection of military aircraft and only a few days after the closing of the Political Consultative Committee Mative of the 4th NPC in Peking. from all angles it is a more thought-provoking incident.
