Personnel who cross over in revolt with infantry landing craft, tank landing craft, small landing éraft, gunboats, minesweeping craft, submarine chasing craft, or, torpedo boats will be awarded 600 to 1,200 taels of gold for each vessel. Per- sonnel who cross over in revolt with transport craft, oil tankers, or tugboats will be awarded 800 to 1,500 taels of gold or each vessel. Cash awards for the above- mentioned vessels will be given to all personnel who cross over in revolt. Additional generous cash awards will be given to the organizers of revolts and to those who have made comparatively greater contributions in revolts.

2. Hethods for making contact:

The following rules should be observed and adhered to by those who cross over in revolt with their vessels when they are approaching the mainland coast of the motherland or its offshore islands. When the rules are observed and adhered to, these vessels will be contacted by the PLA and directed to safety. Lower the Chiang clique's flag, adjust the gun nuzzles to zero degrees, gunners or other personnel should position themselves away from the gun turrets, and flach signals to contact PLA coastal defense outposts and MA vessels. In daytime, two red flags should be hoisted on the main topmest or, as a substitute, five or more semaphore flags should be lined up and hoisted, Clusters of five or more semaphore flags lined up together may be hoisted in different places on board the vessel. Successive flash signals should be sent or, as a substitute, three or more pyrotechnics should be shot. At night, lights on both the starboard and port sides should be turned on and an additional red light should be hoisted on the topmost. Flash signals should be sent out in succession or, as a substitute, three or more pyrotechnics should be fired.

[Text of PLA Fukien Front Headquarters 20 February five-point order of guarantees to officers and men of the Chiang forces]

[Text] The PLA shall adhere to its policy of giving preferential treatment to the officers and men of the Chiang forces who surrender with PLA passes of safe-conduct, or who voluntarily lay down their arms on the battlefield. Proper accommodations will be made available to these officers and ren, who will then be escorted to the nearest FLA headquarters, The following five guarantees are insured:

1. The guarantee of safety.

2. The guarantee of no beating, no abuse and no humiliations.

3. The Guarantee that no personal possessions shall be confiscated.

4. The garantee that medical treatment shall be given to those who are wounded or

sick.

5. The guarantee that those who wish to return home shall be issued travelling expenses,
