Attempted Hijacking of China Airlines Aircraft
Further to my memorandum dated the 11th March, further enquiries have ascertained that a card found in the pocket of SHIH, the deceased Flight Support Engineer, indicates that he may have intended to hijack the aircraft with a view to landing in China.

In addition to details of standard aircraft landing procedures,
a hand-written flight plan on the card also contained:

details of radar recognition procedure consisting of a triangular flight path to identify the air- craft;
co-ordinates and bearings for a flight to Paiyun (White Cloud) Airport, Canton; and
(c) alternative co-ordinates and bearings for a flight.
to Shantou (Swatow) Airport.
Figures shown on the card, a copy of which was given to China Airlines officials, appear to comprise a flight plan to Shantou, and are similar to those which were broadcast on the 23rd February by the Peoples Liberation Army Fukien Front in an 'appeal for Taiwan deserters'

Details of the Peoples Liberation Army Fukien Front's broadcast message for Taiwan deserters and a copy of the flight plan are attached at Annexures 'A' and 'B'. From these it can be seen that the notes in the top right-hand corner of the card are almost a direct quote from the instructions for defectors from Taiwan to Shantou. "Distance 192 nautical miles on magnetic course of 285°, (on arrival) maintain heading 41° (towards the beacon) after a left turn of 180°", However, the --instruction stated that the beacon callsign was PQ on 369 Kcs, NOT 368
Kcs.

The headings of 326° and 331° (listed at Point 4 on the left of the card) from Cheung Chau (one of the bearings on the card) would pass just East of Paiyun Airfield correct course 323°).

It is assessed that the graph is a check list for approach and landing in more detail than expected of a qualified pilot and could be a written reminder for an unqualified or inexperienced pilot who intended to land an aircraft unaided.
