Hong Kong have now told us that they consider the presence of Zambian police in the colony would create undesir- able publicity. Lusaka have also told us that the Zambians would prefer the training to take place in Zambia, and Mr Allinson has asked us to re-consider the possibility of sending an SAS team there. Mr Rowlands has seen this telegram, and has commented that we need to do something positive to help the Zambians quickly.

I think the arguments in my submission of 2 June still

stand;

we know that the SAS cannot take on this commitment in the next few months and, even if they could, their presence in Iusaka at this sensitive time could cause both domestic and international complications. Mr Macoun however, has suggested that we might go back to Hong Kong, asking them to send a small team of experts to Lusaka to run a training course there. This seems a sensible alternative, and has the merit of over- coming both Hong Kong and the Zambians' problems while still providing the Zambian police with effective training. therefore submit a draft telegram to Hong Kong.
