to have Hong Kong's comments before then. I therefore submit a draft telegram to Hong Kong which also covers the questions of costs for a training programme from Hong Kong. Mr Macoun, HK and G Department concur, as do OID, who have agreed that the air fares for the Hong Kong instructors can be met from the

Counter Subversion fund. Defence Department have also provisionally agreed that it might be possible to use UKMAS

funds for a MAO visit to Zambia.
