Training of Zambian Police Officers
The Zambian Government have asked for British help in training internal security forces. This training cannot be provided from the UK and the Hong Kong Government were therefore approached to see whether they could help. They can provide two suitable officers from February 1979 and this timing is likely to be acceptable. However the Zambian requirements are in excess of Hong Kong's K capabilities and the latter have expressed concern that we do Lnot appreciate this. We have sent a telegram to Hong Kong making it clear that we fully recognize the constraints on Hong Kong and Mr Macoun will speak accordingly to the Governor after the meeting. There is no need for you to raise the subject.
