the 1972 list of the threats, shortening the discussion somewhat. As the

events of 1967 have receded into the past, some of the scenarios considered

in 1973 now look rather hypothetical.

As in the 1973 paper a concluding section should draw all these threads

together.

I should like to suggest that for the sake of completeness that we might add to the appendix on China's military capabilities in the Hong Kong area (perhaps it should be shortened) a second appendix giving a summary of our own military arrangements, and another providing details of Hong Kong's trading and other

economic links with China.

If you are strongly of the opinion that we should adopt a different approach,

or you have individual points which you would like to dispute or to add to

the agenda, it would be useful to have an advance note of them before the

meeting.
