h) An indication of which public utilities the communist unions are strong in and a judgement on the strength of the FTU (for Appendix, para 20).

We think you might find it useful to send out the draft appendix and require- ments ahead of the draft JIC note so that a quick start could be made on filling in the gaps and commenting on the appendix.
