2. The provision of Article I shall
authorise the Governor of Hong Kong,
with the advice and consent of the
Legislative Council thereof, to make
laws enabling the grant or renewa1
of leases or other interests in land
in the New Territories for terms of the
same period (notwithstanding any rule of
law to the contrary).
