We should be grateful for your comments on the attached draft paper, which is based on the outline draft approved by Lord Goronwy- Roberts last month. You may also care to see the attached copy of a letter from the Governor, commenting on the outline draft. Most of the expanded draft had been written before we received the Governor's letter: I have modified it to some extent to take account of some of his points, though I do not think we can accept all of them in their entirety.
