5. I have discussed this list with CSAD and NENAD. The former feel that Mozambique and Zambia should be added. The latter are considering whether we should include any of the states most affected by Arab-Israel uncertainties. Other departments may also wish to suggest additions, while bearing in mind that the object of the exercise is to reduce the flow of paper round Whitehall rather than to increase it.
