1. You will remember that we discussed the demarcation dispute between Richard Samuel and myself during my recent visit to Hong Kong. I have now had a chance to talk to Richard about this and we are both agreed that as long as you continue copying everything to both of us it is not a matter of any great moment.
2. However, we both feel that, and I agreed with you in Hong Kong, the guiding line should be that Chinese matters which start in Hong Kong and go out should be for me, and anything which starts in China but directed towards Hong Kong should be for Richard.
